For a 1996 I'd say that was unlikely, my 1996 Hiace has an analogue speedo and rev counter: both electronic fed gauges.
Also if a cable stops, it twists and mangles - I suspect you have no cable.
If you do find out it's all electronic there is a tendency for the gauges after a while to develop 'dry-joints'. My rev counter did the same as yours and I re-soldered the PCB that drove it and now it works fine. There was a tiny hairline crack in the solder that it fixed.
There's some youtubes about this happening on older cars, including Toyota.

The latter looking like an electronic feed and being 96 onwards - I guess this could this be the case?
Interestingly, the needle flies about even when reversing. I wonder if that's a knackered drive or a knackered speedo? I've seen a few threads on here about repairing electronic fed speedo's but it all looks a bit daunting tbh.
