Greetings!

My 1996 SCL petrol has an electrical switch that allows the driver to move the steering wheel up or down for positioning. It also has a lock lever that you open before adjusting. When I try the switch, nothing happens. The steering wheel is stuck all the way up so it's uncomfortable to say the least.

I checked the fuse box and there is one for "ST", I assume means steering? The fuse is fine so I don't know how to remedy the situation. Is there another fuse somewhere on the steering column that I can't see?  Any help would be greatly appreciated.
