I have a question! About the tail lights on 94 sc

Hey!

I have not been able to figure this out so hopefully you might be able to help me:)

My 94 super customs tail lights just will not turn on. I've checked all the fuses / relays and replaced the ones on passenger side of front centre that are for the tail lights,
I've checked the wiring and changed the bulbs. Before I do a more thorough once over I was wondering if there was something anyone knows of that could be causing this? the van is in need of some electrical and interior tlc but basically everything else runs just fine.
