There are a few post on this forum about headlight adjustment and some include pictures of the mechanisms (see:

Be very careful when trying the adjustment controls as they are quite fragile and won't work if the mechanisms inside the headlight unit are crusty. If you need to adjust the beams and think they haven't been touched for ages my advice would be to pull the light units out and work to sort out the linkage inside the units first. If you hear a clicking sound then it's likely that the splined adjustment pin is turning is a cracked cog (ask me how I know).
Replacement adjuster units are available and not hugely expensive (see the various online Toyota parts catalogues that people use) but preventative maintenance might save the day. Some people have suggested removing the adjuster mechanisms but then you'll have to drill new openings in the bulkhead so you can access the turning stubs directly (and will need a suitable tool). If you drill new openings you'll ideally paint the bare metal and fashion a new plug and you'll probably have to remove the headlights to work out where to drill.
Adjusting these headlight (and the fogs have an adjuster, too) is all a bit of a faff but better to have the mechanism sorted before inspection day as I'd expect inability to get the correct beam pattern will mean a failure. Thoughts?
