help need identifying part and how to access it

I am doing some suspension work and noticed that cooling bracket pictured below is not secured to the radiator.  




The bracket has two mounting holes and there are two mounting holes in the radiator but I can't seem to find what the part is called, what size bolts are used, and how to access the top right front of the radiator so I can secure the bracket. Any advice would be appreciated.
