My 91 super custom limited running lights aren't working at all. Haven't checked to see if the bulbs are bad yet, but I was going to dig into it in a couple weeks. Does anyone know the part numbers for the bulbs or have a picture of the fuse box diagram in English?

There should be download links I posted in the 'useful info' section for some wiring info.
Sounds like a fuse TBH, it should say on the fusebox cover which one it is.

Possibly fuse 10 (10A).

If you have a towbar check for shorts.

So I checked the fuse and it was popped, but it keeps popping fuses. Looks like I'll be tracking down a short.

Main suspects would be number plate lights and any added lamps and their wiring.
It's possible a bulb has collapsed too, so I'd move onto the bigger bulbs after and check them all - like in the Griswald's Christmas Vacation..

Yeah there is added wiring. There used to be three tail lights added in the bumper if you go look at pictures when Japanese classics owned it that is no longer there, so I'm going to remove any unnecessary wiring in the coming weeks
